Purchasing & Contracts does not keep bidders lists or send out notifications of opportunities as a normal course of business, so make sure to regularly check the Solicitation Calendar below for recently posted solicitations. You can also find a list of Frequently Asked Questions (FAQ) below to help you do business with the RTC. NOTE: Solicitation packages may be available via the internet if they are shown below with a hyperlink. If you obtain the solicitation off the internet, it is imperative that you fill out/ and return the confirmation page immediately upon receipt, or you will not receive any additional information regarding the solicitation. If a solicitation package you are interested in is not available on the internet, you may obtain a solicitation package by sending a request to the Purchasing Representative e-mail specified. Regardless of how the solicitation document was obtained, the Bidder/Proponent is responsible to verify on this website all of addenda issued and ascertain on its solicitation response that it has received all addenda prior to submission of a solicitation response.
Starting October 1, 2011, in support of the RTC's sustainability effort to reduce paper costs, mailing costs and reduce project time, the RTC is using an electronic signature process called DocuSign. Suppliers having to sign contracts or amendments will receive an email notification from DocuSign that a document is in need of their review and signature. After clicking on "Review Document" signature authorities will need to follow the simple instructions to electronically sign the document. It will then be automatically forwarded to the next signature authority on the electronic routing. For more information on the electronic signature process, click here.

DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM
The RTC has established a goal to identify, communicate and work with businesses that are certified DBEs. A DBE is defined as a small business that is socially or economically disadvantaged. To learn more about DBE qualifications, read the DBE program specified below.
It is the policy of the RTC to ensure nondiscrimination in the award and administration of U.S. Department of Transportation-assisted contracts and to create a level playing field on which DBEs can compete fairly for contracts and subcontracts.

Social Responsibility and sustainability mean helping an organization bring down the negative impact of its functionality and bring up the positive impact of its functionality in the community, diversity and the environment. In concert with the RTC’s goal of social responsibility and sustainability, it asks that its supply chain also give consideration to committing to social responsibility. In the best interest of the public, each Bidder/Proponent is encouraged to document its level of commitment and efforts by specifying as an attachment to their bid or proposal, its formal direction and processes to fulfill sustainability commitments in the areas of community; diversity and inclusiveness, both supply base and workforce; environment; ethics and business conduct; financial responsibility; human rights; health and safety; and sustainability.

Although Purchasing & Contracts does not keep Bidders Lists or send out notifications of opportunities, certain forms including the Supplier Information Form and W-9 Form a*re required to be filled out to do business with the RTC. You will need the RTC Commodity Code List to complete the Supplier Information Form.
