RTC - Management Bio's

Jacob joined the RTC in July 1999 as its General Manager. The RTC is unique in that it is one of the few transportation organizations in the Country that serves as a street and highway funding agency, a transportation planning agency, a regional traffic management agency and a public transportation provider.

As General Manager, Jacob has overseen the planning and implementation of the rapid transit Metropolitan Area Express, the successful launch of the double deck Deuce on the Las Vegas Strip and the initial completion of the 215 Bruce Woodbury Beltway.

Jacob has been honored by the Association of Metropolitan Planning Organizations with its National Leadership Award and has served as a member of the American Public Transportation Association Board of Directors. Jacob is also a member of the Henderson District Public Libraries Board of Directors.

Prior to joining the RTC, Jacob served as the Assistant Director of Aviation for the Clark County Department of Aviation for 10 years.

Jacob graduated Summa Cum Laude from Brigham Young University with a Bachelor of Science degree in Geography. He also holds a Masters Degree in Urban Planning from BYU.

Deputy General Manager Tina Quigley

Tina joined the RTC in November 2005 as Deputy General Manager, responsible for overseeing the
day-to-day operation and administration of the agency. Prior, Tina worked as Assistant Director of
Planning & Construction for the Clark County Department of Aviation for 15 years.

Tina holds a Bachelor of Science degree in Aviation Business and Planning and is currently a member of the American Public Transit Association.
